Healthcare Management Pathway

The healthcare management program at the paramedical campus of the Caen University Hospital aligns its training offerings with the regional training program of Normandy, with the support of theIAE Caen-Normandie School of Management. To this end, the IAE and the healthcare management program at the paramedical campus offer a "Master's in Sectoral Management" specializing in "Management of Healthcare Organizations (MOeS)," which is linked to the healthcare management diploma.

The training program closely combines the curriculum of the decree of August 18, 1995, concerning the health management diploma (consolidated version of April 1,²⁰¹⁰ ), and the teaching units related to the university diploma. Its aim is to develop the skills expected to practice the profession of health manager in a complex and constantly evolving environment.

Since September 2023, the health management program at the paramedical campus has been offering a new two-year work-study program concurrently with the Master MOeS program at the IAE of Caen (presentation brochure available for download below).

The training, spread over 2 years, in an integrative alternation process, will allow you to alternate between the institute and your employer.

A new training program that will allow participants to:

• Strengthen work-study learning in an evolving and progressive manner.
• To promote support for acting healthcare managers in their professionalization process.
• Contextualize the various on-the-job learning experiences throughout the training in an incremental and adaptive manner.
• Stagger the health management/Master's training over 2 years in a work-study format in order to balance and smooth out learning over time and thus optimize the appropriation of methods, approaches, tools and concepts.
• Separate the preparation for the entrance exam from the training program.
• Develop continuing education for the healthcare management sector of the paramedical campus (adaptation to the new challenges of the healthcare system and to the evolution of the profession).

Points to be aware of:

There is no obligation for the student to disclose their disability status to their training institution, whether at the time of the competition or during their studies.

The disability status of a candidate or student is confidential, even if it may be subject to a secret shared between professionals in the training structure.

Passing the competition will allow you to join the Health Executive training program as well as the 1st^year of the MOeS in September of year N. 

In September of year N+1, you will continue the courses in order to obtain the double diploma (DE Cadre de santé and master MOeS) in June of year N+2.

 In the 1st^year * : 420 hours of teaching, i.e. on average 1 week and 1 day per month + 2 internships.

In the 2nd^year * : 510 hours of teaching, i.e. on average 1 week and 2 days per month + 2 internships.

* The half-days at the start and end of training, the evaluation times (approximately 2 to 3 days per semester) and the dissertation research times (10 days over the two years) are not included in the teaching hours.

The institute has chosen to rely on the skills framework proposed by the DGOS working group initiated for the re-engineering of healthcare management training:

40 places, including 2 for the medical-technical sector and 2 for the rehabilitation sector.

As part of the new training program, internships are structured as follows: four internships must be completed over the two years of training, in accordance with the training decree of August 18, 1995, concerning the health management diploma. Internships for modules 1 and 4 are completed in the first^year , and internships for modules 5 and 6 in the second^year .

For candidates who are not in a position acting as a health manager, an internship program will be offered according to their profile and position.

For candidates in a temporary position, in a healthcare service or training institute:

Internship outside of the original institution:

• Module 1, “Introduction to the role of manager”.

Internships within the original institution:

• Module 4, “Supervisory Role” if the student is in a position acting in a healthcare service,
• Module 5, “Training Function” if the student is in a position acting in a training institute,
• Module 6, “Advanced supervision and training functions” except within the framework of a personalized project.

Internships within the student's home institution or outside of it:

• Module 4, “Supervisory Role” if the student is in an acting supervisory position in a training institute,
• Module 5, “Training function” if the student is in a position acting in a care service.

The assessments are common, the majority of tests intended for the validation of the health executive diploma (See Training Decree of 18/08/1995) validate teaching units and vice versa.

Online assessments, online assignment submissions, in-class assignments, oral presentations of work, analyses of managerial and pedagogical situations.

Tuition :

• €8,500 for the DE CADRE + Master MOeS 2nd^year for 2026-2027,
• €8,500 for the DE CADRE + Master MOeS 1st^year for 2025-2026.

Validation of professional experience (VAP): €110 in 2023

Funding is available through OPCOs and regional and local partners (subsidies from the Normandy Region, Pôle Emploi, etc.) …

All teaching takes place on the premises of the IFCS.

The IFCS has training rooms equipped with the computer equipment necessary for the implementation of training activities using teaching methods that utilize new technologies.

Students have access to Wifi access points, and the necessary equipment for carrying out educational activities and access to the entire network of libraries at the University of Caen Normandy.

Access to the Ecampus platform of the University of Normandy Caen facilitates the online posting of content, access to forums dedicated to training and the carrying out of collaborative online activities.

The courses are organized in one place at the PFRS. The building is accessible to people with disabilities, a disability liaison officer is also available at the paramedical training center (contact details available on request from the institute's secretariat).

Healthcare managers work in healthcare facilities within the health, social, or medico-social sectors, whether public, private (for-profit, or non-profit), or private. Their roles include managing healthcare organizations, training, and developing healthcare training programs. Career progression allows access to positions such as department head nurse, senior healthcare manager , and director of nursing through competitive examinations within the public hospital service. Secondment or temporary assignment is possible, particularly for positions in other government departments or even in the private sector, such as private healthcare establishments of collective interest (ESPIC). Further studies are contingent upon passing various selection processes. However, pursuing a professional Master's degree directly into doctoral studies is difficult; obtaining a research Master's degree is often necessary.

It is desirable that each candidate develop their knowledge in the following areas:

• the organization of health and health facilities
• the organization of the profession and care according to one's health profession (nurse, medical radiographer, physiotherapist)
• reading professional journals
• participation in institutional working groups and/or assuming responsibilities within a care unit (tutoring, acting in a similar capacity, etc.) or a Nursing Training Institute,
• The use of office automation and computer skills (word processing, spreadsheets, etc.) is essential for managing studies.

4-hour written exam:

An eligibility test, written and anonymous; this test, marked out of 20, consists of a commentary on one or more documents relating to a health or social issue.

Its purpose is to test the candidate's analytical and synthesis skills, and their ability to develop and argue their ideas in writing.

Candidates will be summoned to an oral examination.
It will consist of:

• a 10-minute oral presentation of the case file,
• followed by a 20-minute interview with the jury.

The results of the entrance exams

A score of 10 out of 20 or higher is required . The jury will draw up a main list of admitted candidates and a supplementary list. The ranking is based on the sum of the score on the eligibility test and the score on the admission test.
