Approval and operating authorization
In accordance with the provisions of Article 9 of Decree No. 2019-747 of July 19, 2019 relating to the medical regulation assistant diploma and the approval of medical regulation assistant training centers, the General Directorate of Offer de Soins has decided to approve the Caen University Hospital medical regulation assistant training center, for a period of five years and a maximum capacity of 30 students.

Characteristics and national expectations
To strengthen the quality of medical regulation within the centers regulating medical emergency calls ( SAMU -Centres 15), diploma training is now compulsory to practice the profession of medical regulation assistant.
To this end, the Ministry of Health has been implementing a training offer since 2019 which aims to meet the needs of professionals to be trained with a view to balanced distribution of training centers throughout the territory.
This certification, responding to the number RNCP 38448, marks the desire to secure medical regulation with assisting professionals with identical and reinforced training,
It is aimed at high school graduates and people with at least three years of full-time professional experience.
Training aims
Based on a certification framework built with representatives of the profession, emergency physicians, hospital public service union organizations and institutional partners, the one-year training includes 1,470 hours, divided equally between theoretical teaching and practical teaching via discovery courses and professional courses.
This training aims to acquire the following skills:
- Ensure the reception of calls by the SAMU -Centre 15, coming from different communication channels: telephone calls, emails, SMS, radio, etc.
- Contribute to the mobilization and monitoring of the operational means necessary to process the request on medical decision.
- Participate in activities related to administrative management, quality, safety and life of the service.
- Contribute to the management of resources during the implementation of provisional emergency systems, in degraded situations and in exceptional health situations.
- Exercises its missions in the hospital public service.
Training and Disability
With regard to the law of February 11, 2005 for equal rights and opportunities, participation and citizenship of people with disabilities, the principles of non-discrimination and accessibility are applied to training.

Points of vigilance:
- There is no obligation for the student to communicate their disability situation to their training structure, either at the time of the competition or during their studies.
- The disability situation of a candidate or student is confidential, even if it may be a secret shared between professionals in the training structure.

If you are in initial training or continuing your training, you are exempt from the educational cost of the training. Access via apprenticeship is not provided for on the CFARM of the Caen University Hospital
Before entering the school, you must make sure of the method of financing your training and of your resources for the duration of your training.

The educational cost for the 2024-2025 school year: €7,500
For partial courses, the price is calculated in proportion to the number of weeks of training.

One year of work-study training with…
The training lasts a total of 42 weeks (1470 hours) of teaching in a training center (21 weeks) and teaching in discovery courses (5 weeks) and professional courses (16 weeks).
- Theoretical training and guided work time of 21 weeks distributed over the year of training in 4 skill blocks:
- Skills block 1 : Handling a call within the framework of SAMU -C15
- Skills block 2 : Mobilization and monitoring of operational resources necessary to process the request based on a medical decision
- Skills block 3 : Processing of information associated with regulation, quality, safety and the life of the service
- Skills block 4 : Support for resource management during the implementation of emergency planning systems, in degraded situations and in exceptional health situations
- 21-week clinical training : the internships are distributed alternately over the training year, they include:
- 5 weeks of discovery courses (Medical reception and regulation center installed in SAMU , mobile emergency structure, health establishment, medico-social establishment, patient transport structure, emergency call structure).
- 16 weeks of professional internships in at least 3 different reception and medical regulation centers located in the SAMU .
- Annual leave of up to 35 working days, the dates of which are determined by the school management.
ARM training will be granted to holders of diplomas or professional titles, among others for nursing assistants, childcare assistants, ambulance drivers, educational and social supports, medical-psychological assistants.

Develop your skills through simulation
As part of the training framework, the use of active teaching methods, such as health simulation, is recommended. The CFARM of Caen University Hospital wanted to develop this method based on reflexivity and the ethical principle “never the first time on a patient ” [1] . This involves acquiring skills, procedures, knowledge or developing cooperation between several actors (multi-professionality). The error is not punished but shared and analyzed, thus becoming a lever for professional reflection and learning.
Based on the simulation typology we propose the following scenarios:
- Written simulations based on concrete cases or scenarios supporting discussions and reflections around the care of a patient in a given situation;
- Simulations on basic mannequins (low fidelity) allowing training in professional gestures (emergency gestures and care, etc.);
- Standardized patients: these are simulated patients or role-playing games allowing caregiver-patient interaction. This involves developing technical relational skills in scripted situations;
- Simulation of typical calls received in a reception and medical regulation center installed in SAMUs
To carry out these sessions, we have 7 practical work rooms equipped with low and medium fidelity mannequins, a computer room equipped with professional software for ARMs ( RRAMU: Regional Emergency Medical Assistance Network) as well as as well as a simulation room allowing recording and live broadcast in the debriefing room.

Multiple, quality educational support
Training is provided by qualified Medical Regulation Assistant trainers.
Permanent trainers work in collaboration with teachers from other paramedical training courses and field professionals ( ARM and emergency doctors working in a reception and medical regulation center installed in the SAMU ).
Students benefit from:
- a computer room equipped with RRAMU software (Regional Emergency Medical Aid Network) in “training” mode for practical work and simulated situations.
- a digital platform (THEIA) which allows them access to educational content remotely.

We want you to be a reflective to build your professional project responding to the development of the skills in order to become an ARM . The connection between skills development and clinical training provision is formalized in individualized educational monitoring.
personalized training project can be offered to each student who encounters learning difficulties or non-compliance with the internal regulations . With the necessary adjustments, it aims to promote the quality of monitoring and progression of the training course.
Evaluation methods
The validation of the training is based on a continuous evaluation system.
For each of the blocks, a first assessment test is organized followed by a second session, called a catch-up session, for candidates who did not pass the first.
Assessment methods: Individual or collective, online homework submissions, table assignments, oral presentations (in groups or individually) of work, simulated situations, analysis of clinical situations.
School integrated into a health training center…
CFARM is part of a training center which includes:
- initial training : nurse, paramedic, nursing assistant, medical electroradiology technician
- specialty training : operating room nurse, nurse anesthetist, childcare worker
- the training of health managers
- medical training : medicine, pharmacy, maieutics, speech therapy
The grouping of these training courses on a single site makes it possible to develop shared and innovative educational activities: lessons and multi-professional internships.
The building is accessible to people with disabilities. A disability adviser is in contact with all the training structures. The students concerned can contact her via the school secretariat.
Professional and diversified internship sites
Clinical internships, privileged learning times for professional practice, are divided into two groups
- Discovery courses represent 5 weeks and are organized according to the terms specified below in the following locations:
- A call reception and control center installed in an urgent medical aid service: lasting 1 week;
- A mobile emergency and resuscitation structure linked to an emergency reception service: lasting 1 week;
- A health establishment, public or private: lasting 1 week;
- A medical-social establishment, public or private: lasting 2 to 3 days;
- An approved structure, public or private, carrying out transport of sick, injured and parturients: lasting 2 to 3 days;
- Institutional structures receiving emergency calls and private structures receiving calls: for a total duration of 1 week.
- The professional training courses are organized over a total of 16 weeks as follows in a minimum of three call reception and control centers installed in urgent medical aid services and each processing at least 40,000 medical control files per year. , including at least one 8-week internship in an urgent medical aid service processing more than 80,000 medical regulatory files per year; during these internships, the student completes at least one night work experience and one weekend work experience; Internships are carried out in shift work under the supervision of an experienced medical regulation assistant supervisor or permanent medical regulation assistant and under the responsibility of the local manager.
The CFARM organizes 3 to 4 days of training courses in small groups, included in the overall duration of the courses.
The internship sites, thus defined, guarantee quality supervision by professionals within the framework of an internship agreement signed by the managers and the director of CFARM .
For career and discovery courses, the internship schedules offered may be those of the course representative and include nights and one or more weekends.
Certification/diploma modalities
The Diploma of Medical Regulation Assistant ( ARM ) is registered at level 4 of the national directory of professional certifications (RNCP) with France competences.
It is obtained after validation of all the blocks of skills acquired in theoretical and practical training.
It allows the medical regulation assistant to practice in the hospital, more precisely within the Emergency Medical Aid Service ( SAMU ) and the healthcare access service (SAS) which provide medical assistance 24 hours a day, 7 days a week.

The selection is open to candidates:
- At least 18 years old on December 31 of the year of entry into training
- Holders
- A baccalaureate or an equivalent certificate
- A level 4 title or diploma
- Proof of three years of full-time professional experience

It must include the following parts:
- copy of the baccalaureate diploma or attestation of equivalence or other level 4 diploma or title

This file must be accompanied by a check for 100 euros payable to the “Principal Treasurer of the CHU” (no cash), representing the costs relating to the selection.
For candidates who do not hold a baccalaureate or an attestation of equivalence or a level 4 diploma or title:
- a certificate of contribution to the French system in respect of a professional activity lasting a minimum of three years full-time.
Equivalence and reduced training follow-up measures may be offered to certain candidates based on their diploma.
A transitional system for obtaining the ARM diploma is put in place for people with previous professional experience in a call regulation center of at least 1 year in full-time equivalent as of July 18, 2023 (publication stopped).
For candidates who are nationals of a Member State of the European Union or another State party to the agreement on the European Economic Area, other than France:
- a certificate of French language level C2
- a copy of the highest diploma or title translated into French (by a translator approved by the French courts)
Any file received or submitted after the deadline will be refused and returned to the candidate.
A check receipt will be sent to you by mail confirming your registration for the selection.
Any file submitted must be complete; if it is not or if it does not meet the registration conditions, it will be administratively rejected. The candidate will not be interviewed.

The situation declaration generates validation of your financing. The educational cost of a training session amounts to 7,500 euros. This educational cost, except initial training and continued training, must be covered by a financing organization, by your employer or by you yourself.
If you encounter difficulties in obtaining financing for your training, do not hesitate to contact us.
In addition, it is important that the medical file is complete. The absence of vaccination coverage against hepatitis B would make it impossible to complete your first internship.
